POLICE OVERSIGHT AUTHORITY TO INVESTIGATE DCI UNIT OVER DISAPPEARANCE OF TWO INDIANS

The Independent Police and Overnight Authority IPOA has commenced investigations on disappearance of Indian nationals Zuliqar Ahmed Khan and Zaid Sami Khan and their Kenyan Driver Nichodemus Mwania in July 2022.
Speaking while addressing the media during a press conference at the IPOA headquarters in Nairobi, Chairperson of IPOA Ms. Anne Makori Said; ” Pursuant to sections 4,5,6 and 7 of the Independent Policing and Oversight Authority Act IPOA Act we have commenced investigations and audit of the recently disbanded Special Service Unit SSU of the Directorate of Criminal Investigations” Additionally she continued to add; ” We will also investigate other formations and Units within the National Police Service to establish propriety of their operations and level of professionalism”
In January 2022 the Authority launched investigations into incidents in which 25 bodies were recovered from River Yala on diverse dates with post mortems of the recovered bodies revealing head injuries, abdominal and chest injuries and strangulations with the preliminary report indicating that based on similarities in injuries that the perpetrator could have been the same group of people.
In September of 2021 the Authority also launched investigations into an incident in which 13 bodies were recovered from River Tana. All bodies according to the authority were at an advanced stage of decomposition with all having torture wounds. The preliminary report in this case also pointed to a scenarios where the same persons involved in the River Yala killings may also have been involved in the same. The Authority is also looking into the death of 11 persons in Namariat Village in Turkana East in which 11 lives were lost including that of 8 police officers to establish how the operation was conducted.
The Authority however complained of lack of cooperation by sections of the National Police Service and constrained budgets as some of the factors inhibiting their speedy investigations.
